Comptroller and Auditor General of India

  • Art 148 provides for independent office of CAG of India.
  • Head of Indian Audit and Accounts Dept.
  • Guardian of the Public purse.
appointed By the President of India



Serves for a period of 6 years or till age of 65 years whichever is earlier.

Impeachment
Can be removed in the same manner as of a SC Judge.
Grounds:
  • Proved misbehaviour
  • Incapacity
Procedure:
  1.  Signed motion to be passed in the House to the Speaker or Chairman whichever the case may be. (100 members in Loksabha or 50 in case of Rajyasabha to sign the motion)
  2.  Speaker/Chairman may admit or refuse to admit 
  3. If admitted then Speaker/Chairman constitute 3 members committee to investigate the charges.      Members are
    1. Chief Justice of India or a judge of Supreme Court
    2. Chief justice of a High Court
    3. a distinguished jurist 
     4. Once committee finds allegation true then the house can take up the motion
     5. Both the houses have to pass the motion by special majorit
     6. Finally presented to the President who passes an order for the removal.

CAG vs Govt.
  1. 2G scam
    • The finance secretary who urged case for auctions or market-based pricing which was ignored by A. Raja. This led to Rs 1.76 lakh crore loss to exchequer
  2. Coal allocation
    1. According to coal secretary system of allocation by screening committee was opaque and led to lobbying and windfall gains to allottees. Thus recommended auctions in May2004. Coal Minister accepted it in Oct 2004 but did not operationalized. This led to estimated loss of Rs 1.86 lakh crore.
